Tom Cliffel

Tom Cliffel is a Senior Consulting Actuary in the Cleveland, OH office and an owner of Horizon Actuarial. Tom has over 23 years of experience consulting with multiemployer plans, corporations, and non-profit organizations on retirement issues.

Relevant Experience

Prior to joining Horizon in 2012, Tom was a principal in the Cleveland, OH office of Mercer, LLC. Tom's fellowship specialty in the investment and finance arena has proved invaluable for many of his clients. Tom's background has allowed him to bring unique risk mitigation, and financial management solutions to his clients. His background and insights have made him an expert in the complex issues surrounding variable benefit plan designs, and the important role they can play in the current, and future regulatory and accounting environment.

Industry Activities

Tom has spoken on hybrid plan designs and the role they can play in the multiemployer arena for the International Foundation of Employee Benefit Plans (IFEBP) and for other labor and management organizations.

Education

Tom is a graduate of Allegheny College. He is a Fellow of the Society of Actuaries, a Member of the American Academy of Actuaries, and an Enrolled Actuary under ERISA.
